Why do we have so much trouble educating urban children and teens? As Casey makes clear, a pervasive lack of discipline is a huge factor. Many students are routinely absent -- and when they do show up to class, they flat out don't listen when their teachers tell them to put their phones away, stop talking, and get to work.
