Why do we have so much trouble educating urban children and teens? As Casey makes clear, a pervasive lack of discipline is a huge factor. Many students are routinely absent -- and when they do show up to class, they flat out don't listen when their teachers tell them to put their phones away, stop talking, and get to work. The problem, in other words, is the culture -- and that's something fancy new curricula simply can't fix. Go and read the whole thing!
